Digital Supporting Competency for Civil Servants and Government Personnel The digital supporting competency for civil servants and government personnel comprises foundational digital skills applicable to all target groups across three core areas:
- Digital Literacy – Understanding and utilizing digital technologies
- Digital Governance – Complying with and applying digital-related laws and regulations
- Digital Leadership – Demonstrating leadership in digital transformation
In addition, four optional competency areas may be developed according to specific roles, assignments, or organizational digital development plans:
- Digital Technology – Applying technology to enhance work performance
- Digital Service – Developing innovations to improve public services
- Data Utilization and Sharing – Leveraging and sharing data for organizational benefit
- Cyber Security – Ensuring digital and cyber resilience and security
These seven areas are categorized into two main personnel groups:
- IT Personnel – Those working directly in digital technology fields
- Non-IT Personnel – Those not directly involved in digital technology
Each group is further divided into three role levels:
- Operational Staff
- Supervisors or Directors
- Executives, including Chief Information Officers (CIOs) at the ministry and departmental levels
