Gems, Jewelry, and Precious Metals Occupation

Thailand is recognized as the world's largest producer of colored gemstones. In the jewelry sector, the country is home to tens of thousands of jewelry production and trading businesses. Thai artisans, known for their exceptional craftsmanship and meticulous attention to detail, possess a unique DNA of skill and artistry that no advanced machinery can replace. Skilled Thai labor remains the cornerstone of this industry's success. Since Thailand joined the ASEAN Economic Community (AEC) in 2015, which promotes the free movement of goods, services, and skilled labor, the government, through the Ministry of Labor, has emphasized national policies to adapt to these changes. Initial steps included formulating strategies to advance labor skill standards, allowing Thailand to benefit from the free movement of skilled labor. Additionally, the Regional Comprehensive Economic Partnership (RCEP), comprising ASEAN member states along with China, Japan, South Korea, India, Australia, and New Zealand, aims to foster trade and investment cooperation. The agreement, signed on November 15, 2020, will take effect once ratified by at least six ASEAN countries and three non-ASEAN countries. It is expected to be implemented by mid-2021. RCEP represents the world's largest free trade agreement, encompassing over 2.2 billion people, or 30% of the global population, with a combined GDP exceeding USD 26.2 trillion—equivalent to 30% of the global GDP. In 2020, Thailand's exports of gems and jewelry to RCEP countries accounted for over 30% of the sector’s total export value. While this agreement presents opportunities, it also intensifies competition, with an influx of affordable products and skilled labor entering the market. Establishing Occupational Standards and Professional Qualifications in the gems, jewelry, and precious metals industries is vital for enhancing the capabilities of Thai workers, aligning their skills with international standards, and increasing trade opportunities.
