According to the Regulation of the Board of the Thailand Professional Qualification Institute (Public Organization) on Criteria, Procedures, and Conditions for the Issuance of Professional Qualification Certificates and Competency Certificates B.E. 2566 (2023), key terms are defined as follows:

Organization refers to a legal entity established under Thai law or foreign law.

Organization Providing Training Services refers to an organization certified by the Institute to provide training based on Occupational Standards or work support competencies to individuals. Those who complete the training and competency assessment conducted by such organizations are eligible to receive a Competency Certificate and/or a Professional Qualification Certificate.

Organizations wishing to be certified as a Training Provider (TP) by the Thailand Professional Qualification Institute (Public Organization) may proceed as follows:
